Dr. Narendra Kumar Singh Gaur made education and public service the foundation of his public life. In 1967, he was appointed as a Lecturer in the Department of Physics at Allahabad University. He taught several generations of students and served as a teacher at the University for approximately 34 years. From 1975 to 1977, he pursued post-doctoral research in Denmark, Italy and England.
From childhood, he was a volunteer of the Rashtriya Swayamsevak Sangh. In Allahabad, he discharged various organisational responsibilities, including Sayan Karyawah, Nagar Karyawah, Mahanagar Karyawah and Prayag Vibhag Karyawah. He was also associated with Saraswati Shishu Mandir, Saraswati Vidya Mandir and various social organisations, remaining active in social activities. He also served as General Secretary of the Allahabad University Teachers’ Association and as State President of the Uttar Pradesh Residential University Teachers’ Federation.
In public life, he represented the Allahabad City North Assembly constituency four times as an MLA and, as a minister, discharged responsibilities relating to education, workers, farmers and the general public.
Considering the expansion of higher education and the continuous increase in the number of students in the state, a decision was taken to establish the state’s first open university under the distance education system, Uttar Pradesh Rajarshi Tandon Open University, in Allahabad.
A decision was also taken to allow engineering and management education to operate in the private sector in Uttar Pradesh. For the affiliation of private engineering colleges, curriculum development, examination control and related functions, Uttar Pradesh Technical University was established.

Before entering full-time public life, Dr. Narendra Kumar Singh Gaur served in academia as a Professor of Physics at the University of Allahabad — grounding his public journey in scholarship and education.
He was elected from Allahabad North in 1991, 1993, 1996 and again in 2002 — a sustained public mandate across more than a decade.
In the first Kalyan Singh government, he served with responsibility for Higher Education and Labour & Employment, placing education quality and institutional development at the centre of his ministerial work.
In the Mayawati government, he held responsibility for Higher Education and Technical Education, contributing to stronger academic institutions and wider access to quality higher and technical education across Uttar Pradesh.
In the Rajnath Singh government, he served with responsibility for Medical Education, Sugar Industry and Cane Development — reflecting the breadth of his administrative responsibilities.
